آنچه در مورد part 21 مطالعه نموده ام را در زیر می آورم تا در آینده به تدریج آن را ویرایش و دسته بندی نمایم

نام تاییدیه سازمان هایی که امور طراحی را انجام می دهند :
design organisation approval
در دست داشتن این تاییدیه به معنای این است که فعالیت های آن شرکت که در امر طراحی قطعات فعالیت می کنند ، فعالیتشان بر اساس مندرجات Part 21 Subpart J می باشد.
تاییدیه مذکور دارای چند قسمت می باشد :
- Scope of approval: The type of design activities including fields of expertise
- Categories of products: The applicable products such as Large Aeroplanes, Engines, Small Rotorcraft, Sailplanes, etc.
- شاخه یا زیر مجموعه ی مربوط به محصول تولید شده
- در این بخش مشخص می شود که محصول تولید شده در کدام یک از زیر مجموعه ها قرار می گیرد
- List of products: The list of products for which the DOA holder is Type Certificate applicant or holder (if applicable)

Privileges: A DOA holder can
- Perform design activities within the scope of approval
- Have compliance documents accepted by the Agency without further verification
- Perform activities independently from the Agency
- مزیت های داشتن DOA(تاییدیه طراحی قطعات)
- الف : انجام امور طراحی در حوزه مربوطه که منطبق با داکیومنت های مورد تایید EASA باشد
- ب : انجام امور به صورت مستقل از EASA
- Limitations: Any limitations on the above

سازمانی که قصد فعالیت در حوزه طراحی قطعات دارد باید مطابق با شرایط موجود در part-21 عمل نماید.

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States

21.A.3A Failures, malfunctions and defects
(a) System for Collection, Investigation and Analysis of Data.
The holder of a type-certificate, restricted type-certificate, supplemental type-certificate, European Technical Standard Order (ETSO) authorisation, major repair design approval or any other relevant approval deemed to have been issued under this Regulation shall have a system for collecting, investigating and analysing reports of and information related to failures, malfunctions, defects or other occurrences which cause or might cause adverse effects on the continuing airworthiness of the product, part or appliance covered by the type-certificate, restricted type-certificate, supplemental type-certificate, ETSO authorisation, major repair design approval or any other relevant approval deemed to have been issued under this Regulation. Information about this system shall be made available to all known operators of the product, part or appliance and, on request, to any person authorised under other associated implementing Regulations.
دارنده مجوز فعالیت در حوزه طراحی و تولید قطعات بایستی قوانینی را از جهت در اختیار قرار دادن اطلاعات جهت تجزیه و تحلیل به مصرف کنندکان ، رعایت نماید که در بالا به تشریح آن پرداخته شده است.
Reporting to the Agency
1. The holder of a type-certificate, restricted type-certificate, supplemental type-certificate, ETSO authorisation, major repair design approval or any other relevant approval deemed to have been issued under this Regulation shall report to the Agency any failure, malfunction, defect or other occurrence of which it is aware related to a product, part, or appliance covered by the type-certificate, restricted type-certificate, supplemental typecertificate, ETSO authorisation, major repair design approval or any other relevant approval deemed to have been issued under this Regulation, and which has resulted in or may result in an unsafe condition.
موارد دیگری که سازمان های متولی امر طراحی و تولید قطعات بایست به ان توجه نمایند.
These reports shall be made in a form and manner established by the Agency, as soon as practicable and in any case dispatched not later than 72 hours after the identification of the possible unsafe condition, unless exceptional circumstances prevent this.
مدت زمان مجاز جهت گزارش دهی 72 ساعت می باشد و در قالب فرمی که آزانس easa می پذیزد باشد.

AMC No 1 to 21.A.3A(a) Collection, investigation and analysis of data related to Flammability Reduction Means (FRM) reliability
The applicant/holder should do the following: :
شرح نکاتی که بایستی توسط متقاضی یا فعال حوزه طراحی و تولید قطعات هواپیما رعایت شود :
a ) Demonstrate effective means to ensure collection of FRM reliability data.
The means should provide data affecting FRM reliability, such as component failures.
(b) Unless alternative reporting procedures are approved by the Agency, provide a report to the Agency every six months for the first five years after service introduction.
در 5 سال اول - هر شش ماه یکبار ، گزارشی بایستی به آژانس بازرس داده شود.
و از آن پس سایر روش های مانیتورینگ reliability مورد استفاده قرار خواهد گرفت.
After that period, continued reporting every six months may be replaced with other reliability tracking methods found acceptable to the Agency or eliminated if it is established that the reliability of the FRM meets, and will continue to meet, the exposure specifications of paragraph M25.1 of Appendix M to CS-25.
(c) Develop service instructions or revise the applicable aeroplane manual, according to a schedule approved by the Agency, to correct any failures of the FRM that occur in service that could increase any fuel tank’s Fleet Average Flammability Exposure to more than that specified by paragraph M25.1 of Appendix M to CS-25

گزارش به آژانس easa یا مرجع صلاحیت دار مربوطه :
Within the overall limit of 72 hours the degree of urgency for submission of a report should be determined by the level of hazard judged to have resulted from the occurrence.
Where an occurrence is judged by the person identifying the possible unsafe condition to have resulted in an immediate and particularly significant hazard the Agency (or the competent authority of the Member State as required) expects to be advised immediately and by the fastest possible means (telephone, fax, email, telex, etc.) of whatever details are available at that time.
This initial report must be followed up by a full written report within 72 hours. A typical example would be an uncontained engine failure resulting in damage to aircraft primary structure.
Where the occurrence is judged to have resulted in a less immediate and less significant hazard, report submission may be delayed up to the maximum of three days in order to provide more details
