(81) ‘Maximum Operational Passenger Seating Configuration (MOPSC)’
means the maximum passenger seating capacity of an individual aircraft,
excluding
crew seats,
established for operational purposes and specified in the operations manual.
Taking as a baseline the maximum passenger seating configuration established during the certification process conducted for the
type certificate (TC),
supplemental type certificate (STC) or
change to the TC or STC as relevant to the individual aircraft, the MOPSC may establish an equal or lower number of seats, depending on the operational constraints;
(82) ‘Medical passenger’
means a medical person carried in a helicopter during a HEMS flight, including but not limited to doctors, nurses and paramedics;
(83) ‘Night’
means the period between the end of evening civil twilight and the beginning of morning civil twilight or such other period between sunset and sunrise as may be prescribed by the CAO.IRI.
(According to Iran AIP, Night means 15 MIN after sunset and 15 MIN before sunrise.).

(84) ‘Night Vision Goggles (NVG)’
means a head-mounted, binocular, light intensification appliance that enhances the ability to maintain visual surface references at night;
(85) ‘Night Vision Imaging System (NVIS)’
means the integration of all elements required to successfully and safely use NVGs while operating a helicopter.
The system includes as a minimum:
NVGs,
NVIS lighting,
helicopter components,
training and continuing airworthiness;
(86) ‘Non-hostile environment’
means an environment in which:
(a) a safe forced landing can be accomplished;
(b) the helicopter occupants can be protected from the elements; and
(c) search and rescue response/capability is provided consistent with the anticipated exposure.
In any case, those parts of a congested area with adequate safe forced landing are as shall be considered non-hostile;
(87) ‘Non-Precision Approach (NPA) operation’
means an instrument approach with a minimum descent height (MDH), or DH when flying a CDFA technique,
not lower than 250 ft and
an RVR/CMV of not less than 750 m for aeroplanes
and 600 m for helicopters;
(88) ‘NVIS crew member’
means a technical crew member assigned to an NVIS flight;
(89) ‘NVIS flight’
means a flight under night visual meteorological conditions (VMC) with the flight crew using NVGs in a helicopter operating under an NVIS approval;
(90) ‘Offshore operations’
means operations which routinely have a substantial proportion of the flight conducted over sea areas to or from offshore locations;
